Night City: Where It Is, Its History, Districts and Who Runs It
The short version
Night City is a fictional free city on the California coast, built by corporations in the 1990s and set up as the home setting of Cyberpunk. It is where Cyberpunk 2077 and Cyberpunk: Edgerunners take place, and it is modeled on the real town of Morro Bay.

Where it is#
Night City sits on the Pacific coast of California, between the Californias north and south, on a bay the lore calls Del Coronado Bay. San Francisco and Los Angeles are each four to six hours' drive away. Nobody drives it for fun. The Badlands, a stretch of desert and oil fields where nomads live, surround the city and do the job of a wall.
The real-world side has its own page: where Night City actually is. Short version: Mike Pondsmith based it on Morro Bay.
History, in-universe#
A developer named Richard Night wanted a planned, safe city and got corporate money to build it. Arasaka, Euro Business Machines and Petrochem signed on by 1992 as the Coronado Partnership. Construction began in May 1994. Then the builders hired the mob, Night was assassinated, and mob bosses took over much of the city while the corporations held the center. The safe city never had a chance.
In 2023 a nuclear blast destroyed the corporate center during the Fourth Corporate War, and the city spent decades rebuilding. In 2069 and 2070 the Unification War pulled Northern California against the New United States. Night City stayed out of it by calling in Arasaka, and emerged as a free city outside both governments.
How the city changed across editions#
The tabletop game began in 1988 with Night City as the setting, and the first edition is set in 2013. Cyberpunk 2020 followed in 1990. A third edition, V3.0 (2005), is set in the 2030s but is not canon. Cyberpunk RED, released in November 2020, is set in 2045 and is a prequel to the video game.
The first city map had a layout like San Francisco and covered mostly what became the City Center and part of Heywood. For RED and 2077 the designers widened the city to include surrounding districts and bent the geography toward the real Morro Bay. If a 2020 map and a 2077 map disagree, 2077 wins for the 2070s. Don't argue street names with your GM using a 1990 book.
Districts in 2077#
Cyberpunk 2077 splits the city into six districts plus Dogtown, added in the Phantom Liberty expansion in September 2023. The Badlands lie outside. For the full tour with a local's warnings, read the district guide.
- City Center: Corporate Plaza and downtown. Skyscrapers, megacorp towers and the most fortified part of the city. You visit; you don't live here.
- Heywood: The residential sprawl, called the biggest bedroom in Night City. Valentinos and 6th Street territory.
- Pacifica: A resort district that never got finished. Now a Combat Zone, with the Voodoo Boys in the neighborhood. Bring a reason.
- Santo Domingo: Old industrial districts and crowded megabuildings. David Martinez's home in Edgerunners.
- Watson: Labor, immigrant and gang country, home to the Afterlife. Maelstrom and the Tyger Claws operate here.
- Westbrook: The money-and-nightlife district, with Japantown. The Tyger Claws run much of it.
- Dogtown: A walled-off section of Pacifica, controlled by a militia. Phantom Liberty only.
- Badlands: The desert and wasteland outside the city limits, with nomad camps and oil fields.
Weather and getting around#
Night City has a mild climate, with morning and evening fog and about 21 inches of rain a year. Roughly 35 percent of that rain is toxic, which is why sidewalk vendors sell acid-proof slickers and air masks. Check the forecast before you check the gig board.
In the 2020 edition the city ran a maglev system called NCART. In 2077 the usual rides are Delamain and Combat Cab, and the NCX Spaceport has operated on Morro Rock since 2047.
Who runs Night City#
On paper, it is a democratic mayoralty with a 100-seat city council, and most seats are backed by the largest corporations. In practice the corporations set the rules. Arasaka provides the military muscle that keeps the city independent, and corporate profits are taxed at 0.7 percent. That is not a typo.
Lucius Rhyne is mayor from 2070 to 2077. The NCPD handles domestic policing, but it does not enter every part of the city. Trauma Team handles paramedics for those who can pay. Edgerunners 2, set in 2078, shows Arasaka losing influence after the events of the first series and the game, while the Chinese firm Kang Tao moves in.
Fixer's notes#
Our read: the district names are doing the work. Watson is where you go for gigs, Westbrook is where you spend them, and Pacifica is where you end up if you spend them wrong.
Tabletop newcomers: Cyberpunk RED's Edgerunners Guide to Night City is the setting book. Everyone else: read the Afterlife and Dogtown pages, then watch Edgerunners for the street-level view. Who shoots whom is covered in the gang guide.
