The Collapse: How the United States Fell Apart in Cyberpunk, From the Gang of Four to the Free States
The short version
The Collapse is the stretch between 1996 and 2008 when the United States came apart in the Cyberpunk timeline: a financial crash, a secret coup by the Gang of Four, martial law, and states walking out of the union. What was left became the Free States, and later the New United States (NUSA).

What actually fell#
It starts with money. After the Crash of '94, millions of Americans who lived on pensions and investments lose their savings. The World Bank and the stock exchange are gone, so the government has no one to borrow from, and it cashes in federal bonds so fast it can barely print the money.
Nature joins in. Acid rain and shifting climate make farming harder, the 1998 dust bowls flatten the Midwest, and by 2000 the fruit-growing regions of California, Texas and Florida are economic wastelands. The Collapse is the sound of a country running out of options.
By the end, roughly 100 million people are dead from plagues, mutated viruses, nuclear terrorism and ecological breakdown. That is a number you will not find on a tourist brochure for Night City.
The Gang of Four#
A secret cabal runs the response. The Gang of Four is the heads of four federal agencies, the NSA, the CIA, the FBI and the DEA, working with Vice President Harold Hunt. They want control of South American food and raw materials for their corporate clients, and each agency has its own reason to join in.
When President Allen is assassinated in August 1996, Hunt moves into the office, and the Gang gets free rein. They run mercenary armies of fake federal agents, impose martial law, and are blamed for an incident in Houston where over 2,000 civilians die under artillery fire.
Opinion: this is the origin story for every conspiracy theory in the setting. Whenever a character in the games distrusts the government on principle, the Gang of Four is the reason they have it right.
The states leave#
States start walking out. New York and Texas refuse to pay taxes to Washington. Blockades follow. Then paramilitary police under the Gang of Four seize San Francisco, the California National Guard sides with the city, and California declares that Washington no longer has authority over it.
The armed forces had come to regret backing the Gang, and they refuse an order to take the country back. More states declare themselves Free States. The Free States are the reason the map in a Cyberpunk game looks like a patchwork, and why the Badlands around Night City exist at all.
The Gang falls#
Needing a victory, the Gang launches the Second Central American War in January 2003 and invades Colombia, Ecuador, Peru and Venezuela. It is a disaster. In 2003 the reporter Tesla Johanneson leaks NSA transcripts from the earlier war that reveal the Gang's role. Armed mobs, backed by troops and corporate mercenaries, storm the Capitol.
President Hunt is run down at the edge of the Florida swamps and set on fire by a cheering mob. Defense Secretary John Seward takes the presidency. Johanneson is assassinated in Cairo in 2004, and the planned return to civilian government is delayed four years.
Then comes the Mantoga Incident. After the assassination of Henry Jacobi in 2005, the corporation Mantoga is given four hours to leave the country. It refuses, and the military destroys it in Operation Big Stick. It is the one time in the timeline that a corporation lost a fight with a government and stayed lost.
What it built#
The Collapse produces the people you meet in 2020, RED and 2077. Homeless families with nowhere left join forces and become the nomads. Neighborhoods with no police become gang turf, which is how you get the street culture in Night City's gangs. Corporations step in where cities go broke, which is how the megacorporations came to run public services.
It also sets up the later wars. The collapse ended for some in 2008, but the loss of authority kept going, and in 2021 it was the Fourth Corporate War that finished the job.
By 2020 the country had become one of the most unequal on the planet, with 90 percent of the wealth controlled by 10 percent of the people. The federal government sat in Washington and held the East Coast, the Free States held the west, and the rest was warlords.
From Free States to the NUSA#
The United States becomes the New United States. In the 2077 timeline David Whindam is elected first president in 2053, and by 2065 Rosalind Myers is the third president and is campaigning to bring the Free States back. That fight is the Unification War, and it ends with Night City as an independent city-state.
If you want the whole thread in one page, the timeline lays it out year by year. For the generation that grew up after the Collapse, see Cyberpunk 2020.
